This is just the scenery of their daily life in Iran. Women don’t need to be escorted by men when going out. Women stop by a confectionery or bakery shop for shopping and have chit-chat with their friends and I believe it is what you also do. The only difference between them and you (if you are in western countries) is the black hijab. All women wear black hijab, which makes this shot very outstanding and intriguing. Said that it might be rare for me to spot this kind of scenario or this might have been my first time to see lotf of women gathering to have a chat.
